Revisiting Mass Action Incidents in Late Qing China, 1902-1911
In the first ten years of the 20th century, the Qing government implemented the “New Policy“ reform, which, however, led to an increase in popular action events and the end of the imperial system. Previous studies assessing popular actions during this period mostly linked them to the efforts of revolutionaries and ignored socio-economic factors. Deng Hanzhi from Fudan University proposed that against the background of fiscal - administrative decentralization, radical fiscal and social changes led to changes in the pattern of popular action events. He established a panel dataset covering 266 prefectures over a ten-year period, collected data from various sources on the progress of the “New Policy“ and popular action events, adopted a DID design to overcome the endogeneity problem, and found that the frequency of popular action events was positively correlated with the intensity of preparing for the “New Policy“. During the lecture, Deng Hanzhi also explored the relevant mechanisms. This study contributes to the political economy literature and provides a way to understand social movements from the perspective of fiscal - sociology. The lecture was held in English at different times in multiple locations on November 20, 2025. The Quantitative History Lecture Series was supported by a project of the Research Grants Council of Hong Kong.
